Why does not WP8.1 support to set ringtone for contact and independent with sound of system

Hi All,

When I used Symbian OS and Blackberry OS (Not BB10) and I really love feature to set ringtone for desired Contact and ringtone of this contact is not affect when we set profile on System is Silent then when we receive call from set Contact then phone still has ringtone. I really love this feature.
For example: I set my ringtone for my wife and she can call me in some emergency cases so when I have meeting I will set phone to silent but my expectation my phone still has ringtone when my wife call.
Why cannot WP8.1 sill support this feature? I see this feature is necessary for user

Do you has idea for this feature?

You can add your wife to your inner circle and set your inner circle to always break through. That way, you'll get her calls even during quiet hours.

I try this way bug if I set quite hours then my phone block all remain phone number. I need other contact still call me but only silent mode.
