Serious problem regarding data connection in lumia 520

i have updated to wp8.1 ten days ago .. yesterday i stuck in two problems
1. whn i try to on cellular data connection its showing turned on but cant connect as there is no symbol of internet beside the network
2. i try to open access points it not opening . showing loading then revert to settings menu.

but i can connect through the wifi.

please help me out.

check if access point system app is up-to-date access point | Windows Phone Apps+Games Store (United States)
also you can try a soft reset by holding volume down + lock button at the same time until your phone vibrates and reboot itself (ignore the black screen to power off the phone ) .
