Third party developers are not given access to functions that allow us to develop apps that change system settings. The philosophy is that the user gets exclusive control of the phone. The closest that we can get is to bring the user to the appropriate settings page. Users who come to Windows Phone from Android may find this odd, given that no such restrictions exists there. The Windows Phone way results in a more predictable experience (i.e., apps aren't changing things without the user's knowledge), but provides no automation capabilities (i.e., no way to schedule settings changes to happen at different times, places, or other conditions).
