Issues with windows phone desktop app

Ok,
usually i did not see any point in using this software since it appears to do nothing really.
However I thought i might give it a try because I just might export playlists from WP 8.1. to my desktop.
Here's what happened:
1. I double click on the programme to exec it.
2. All of a sudden iTunes opens.
3. I close iTunes again.
4. Windows phone desktop app asks me if i want to update to the latest version.
5. I agree.
6. Windows phone desktop app opens but on opening it informs me that the programme cannot be started as "ATL100.dll is missing on my computer. Reinstall the programme".
7. I download from the internet, reinstall, but still have the same problem.
8. I restart my computer, but still have the same problem.
9. I try to uninstall windows phone desktop app from the control panel.
10 The control panel informs me that the "feature you are trying to use is on a network resource that is unavailable". Uninstalling is impossible.

CAN SOMEONE PLEASE EXPLAIN WHAT IS GOING ON?

... okay so most people here are not interested in issues related to file transfer or music...

I don't think nobody's interested, but they have never experienced the same issue and feel unable to help. Same applies to me, but I did a bit of research and came across this: Windows Phone app for Desktop - Microsoft Community

Hi dkp,
thanks for the hint which solved the issue for me. Your competent help has been greatly appreciated.
I did not do any attempts to reinstall this app but rather reproduced my playlists on my Pc as Xbox Music is really no safe bet yet...
