Scrolling not smooth in some apps on the Lumia 1020 as compared to Lumia 720

When scrolling in some apps (like Xbox Music, Nokia Camera, Games, etc), the list does not move smoothly on the Lumia 1020. I have checked this on the Lumia 720 and it seems to work really smooth. Scrolling the start screen, app list and settings does not have any issues.

The issue appears in the following places:
Xbox Music: Now Playing list (which appears when a button near the album artwork is clicked)
Nokia Camera: app bar list (on clicking basic-icon-ellipses_InvariantCulture_Default.png)
Games: Collection, Spotlight

Is anybody else having the same issue?
I wonder how the Lumia 720 manages to run smoothly...

It's a problem with the 920 too. Runs like garbage compared to my 820. Hopefully official 8.1 with the updated firmware will iron things out.

I was thinking that this is an issue with all 1GB+ RAM phones. But because Lumia 820 does not have this issue, this could probably be because of the 60 Hz refresh rate (PureMotion HD+ display). If that is causing the issue, then Lumia Cyan should be able to fix it.

I have noticed the same issue with the Xbox game hub and the Nokia camera app on the 920,1020,1520, and this with 8.1 but the lagging scroll was there on 8.0 on the Nokia camera app.
And nothing will fix with the official 8.1 update the dev preview is the same as the official one.

"dev preview is the same as the official one" - you are right, but the dev preview does not have the firmware.
The Lumia Cyan update brings the necessary firmware for the phone, so it might fix the scrolling issue.

I've noticed this as well, especially in gaming and other graphics. It is definitely because of the refresh rate of the screens in the higher end devices. When playing modern combat 4 on my old Lumia 820 compared to my Lumia 920, the graphics were smoother with less lag because of this. Same with my old 8x. I really do hope they optimize the drivers of the refresh rate of the high end devices.

Puremotion HD+ has nothing to do with 60hz. Most displays run at 60hz. It has more to do with the resolution (768x1280: HD+), less blurring when scrolling (Puremotion), and most importantly marketing.

The 920, 925, 928, and 1020 have more or less the same specs. I don't think I've seen any 925 owners describing any jerkiness though.

I don't think Lumia 520, 525, 620, 625, 720, 820 have 60Hz refresh rate. 60Hz refresh rate is one of the important part of the PureMotion HD+ technology. These things (PureMotion HD+ - Nokia) require specific firmware.

Please note: I don't know if Microsoft Mobile (Nokia) would fix the issue in Lumia Cyan update. Also, I don't know whether Lumia 925 users are having this issue or no.

I have the same problem with my 1020 and WP8.0. The WP Central app scrolling is choppy and glitchy. The games hub also has issues. I keep wondering why this is the case. It gives me negative feelings about the phone.

You mean WP8 also has this issue? In WP8, the games hub was quite smooth on my Lumia 1020. I don't know about the WPCentral app, as I never used it on WP8.

That's all just really nice marketing. Nowhere do they mention 60hz which is the standard refresh rate for displays (ie no big deal). They mention 60fps but that's the operating system being able to run at that. Clearly the 920, 928, and the 1020 aren't doing that on the 8.1 developer preview.

Everything is not always a marketing strategy!
I do agree that 60Hz is standard refresh rate for most phones nowadays, but earlier this was not the case. And PureMotion HD+ is not just 60Hz, it includes faster response time of the pixels, brightness adjustment, etc.

But, now I think we should stop discussing about puremotion and see if the Cyan update is able to fix the issue.

Without since I'm running the Developer Preview. The Games hub and the settings menu in both camera apps are still really jerky.
