E-Mail Still Doesn't Download All Even Though Download All Is Checked

One feature that really excited me about WP8.1 was the ability to automatically download the whole email message and attachments.
I have the option checked, yet it still has a link to download the rest of the message.
I don't know about you guys, bit it can take minutes to show the test of an email.
It makes no sense to me.
I'm using IMAP.
I'm sure that functionality is different with a proper Microsoft email account, but it shouldn't work any differently.

Not huge...

One was a month schedule that includes a 222KB PDF.

I opened an email that said "Downloading 63kb".

It showed the rest after 10-15 seconds.

Even that seems really slow, though.
