1) Start Screen Background Changer

Why we don’t have any “Start Screen Wallpaper App”?
Wouldn’t be great if we have an app which automatically changes our startscreen backgrounds at certain intervals for us? (by picking from camera roll or some other folders that contains our pictures)
I don’t know whether “WP8.1 SDK” allows developers to make such an app or not.
I think it’s not allowed, because such type apps must have an access to “Start+Theme” setting and “pick a picture” section (or their command line).
If we have an app like that, it would be a great convenience for us.

Even if they wouldn’t give an access/APIs to developers, they could give that chance to users by putting a simple option to system like below (not any 3rd party app required):

When we open&look at any of our pictures (in camera roll or other folders) and click options (I mean “…”) in under right corner,we’ll see there is only one option says “set as lockscreen”.
There should be one more option there, “Set as StartScreen background” and when we click on it, we’d go to crop screen. (as we did in start+theme settings)
I think Microsoft forgot that option while they’re preparing the update.

2) A Default Bluetooth Option in Sharing Possibilities

When we would like to send a picture/music/or any other file by bluetooth, we have to turn bluetooth on first. Otherwise, we cannot see bluetooth option in sharing settings. If we push share button without turning the bluetooth on, we can only see Hotmail, facebook, messaging etc.

It would be great if we have a “default bluetooth option in sharing settings” which automatically turns bluetooth on.
Actually, it’s a little more easier in WP8.1 than WP8.0, thanks to action center.
At least we can turn bluetooth on or off easily now.

But we really need it as an option in sharing possibilities, don’t we?

Everyone has their opinion as to what's important. Neither of these count for me as important. Especially the backgrounds on Star screen.

It's probably not high enough on the priority list as of yet would be my guess!

You may be right but I doubt that they forgot it A better place to bring this up might on a microsoft website rather than here.

If you have 8.1 DP you can turn Bluetooth on in the notification/action center. However support for BT 4.0 LE will not come to Lumia devices until they get the CYAN update unless your carrier unlocked.
