Will live folders carry over to another phone?

I'd not like to get a new Windows phone and have to organize all of my apps again into folders.
Does anyone have information about this?

Yes. I just did this. But you have to go into settings and manually back up your phone before you do it. Then, when you reset your other phone and sign in with your MS account during setup, you can choose the fresh back up to restore onto the phone. I did this successfully on both my 1520 and 1320.
