Is there a way to lock the volume for Bluetooth and Ringer?

I find the Bluetooth volume is never where I set it to begin with. (On my new HTC One for Windows) 28 of 30. The ringer volume 0 to 10 also seems to bounce around presumably from being in the belt carrying case. It seems like there'd be a way to write a program that a dialog box would come up on the screen to authorize an accidental press of the up or down button and then time out when it wasn't forthcoming. Even better would be if one of you guys tell me there's already a way...
