lumia 1020 scrolling stutter/jitter/frame skipping/lag??

well well my Lumia 1020 has some scrolling issues!!its like dropping a frame!it happens when I open settings>touch>change touch sensitivity, it happens when u try to log into instagram beta, it happens when u read articles in wpcentral app, it happens when in whatsapp I see the medias sent by a contact!!is it normal??or should I go for a replacement as I bought a new one!i am on wp 8.1 DP update 1

Turn off Screen Magnifier in Ease of Access in Settings if it is enabled.
