many of my friends say that the start r tiles are just space consuming tiles. After the introduction of picture to the start they were a little convinced. But still.
When we long press a tile, is selected and there is a beautiful floating effect in the other tiles
Why not make it the primary start menu?
The icons are still bigger than iOS and android.

You're asking the equivalent of having the iOS apps jiggle all the time.

Tell them that the point isn't to cram as much things into the screen as possible. Let them look at its beauty, things are given space to breathe, its simple, etc.
Form vs. function I guess.

What's the harm in giving it as an additional function.

It's not much of a function. And its not worth the effort. It takes effort to make these kinds of things.

Usability, consistency
Well, now people have to try to track and hit tiles as they bounce around (not too pleasant)
There's confusion, because what will tile-moving mode be then? And it flies in the face of minimalism, I feel things bouncing around on screen is best with live wallpaper on Android.

I know I have more against, but that's the bulk of it.
