Contacts Gone

What would make my outlook contacts on my PC to appear and disappear about every few seconds, and then ten minutes later all contacts are gone from my phone. All contacts are still on outlook.com however, but not under people icon on PC. Now they are loading slowly back onto my phone. Weird.
