Click on the People tile or the People app.
Your contacts can be backed up automatically to the cloud as well via the settings in this app. Good luck.

You cannot access it directly.

You can add words to it while typing, but you can't remove individual ones.

If you want to use curse words, there is an article here on a how-to.

To add a word to the text suggestion dictionary

If you'd like the phone to recognize a particular word in the future, type the word, tap it, and then tap the plus sign (+) next to the word in the suggestion bar.

You can delete all the words you've added to the dictionary by resetting text suggestions. In the App list, tap Settings Settings icon > Keyboard > Advanced, and then tap Reset suggestions.
