Why is there an "install local apps" button in Store that wants to install Pebble Connect?

I opened the Store app, and noticed a new menu item in the bottom that said "install local apps". I clicked on this, and to my surprise, it wanted to install Pebble Connect Beta, even though I have never used this before at all (or even knew it existed).
This is what the screen looked like:

I'm just finding this quite odd, and thanks for any help you can give.
If I try to tap install, it simply tells me that I don't have permission to download it.

Is your phone new? Or did you get it used? Do you have an SD card in the phone?

An App may be installed from a copy on an SD card... You may have a copy of the install file on your card.

You can?t install Pebble Connetc directly. Search in Windows Central, How To section: Here is how to get Pebble smartwatch notifications to work on Windows Phone ...
