    Under settings when I access storage check it shows "Service not available" with a subtext "System could not retrieve storage information",I rebooted my phone but it still didn't help.I'm in Windows phone 8.1 GDR2 update 2.

    Have you performed a soft reset? Press and hold the volume down button and the power button together until your phone reboots. This will not wipe your phone.

    Go to Settings -> About -> More information and check your firmware number. I think you haven't updated it in a while.

    The phone and storage check app itself is up to date.

    The end of your firmware number should be something like this 1308.0000. If it isn't than that's the problem, if it is, then maybe someone with more knowledge should jump in try to help you.
