Why cannot I select Wifi channel 13 as with Windows7?

I live in a building with many interferences. I'd set the wifi adapter to use channels from 1-14. Once I configure the computer to use this option I configure the router to broadcast in channel 13. All my wireless devices are able to see and to connect to Wifi (android, apple and laptop with Windows7) except the computer with Windows10. In fact, I don't see the SSID in this computer. How can I fix this?

In the USA you actually shouldn't use channel 13. See large table in the middle of this page:

Windows is obeying the regional limitations of the Wi-Fi spec. Other OS are not.

Sometimes in the driver settings in Device Manager you can over-ride this. Or change Windows region.
