quadcore processor snapdragon 600 1GB RAM
front facing speakers
Capacitive touch keys or on screen any

minimum these specs should be there

and costs around 400$(Rs.25000)

Go on then, I'll play along:

Based on tech that is around (or soon to be around) and a sprinkling of wishful lusting, my perfect Windows Phone hardware would look something like:

A 5" device that is made of matt polycarbonate. It would be of the same design language as the Lumia 1520. Somehow they would make it about as thin and light as a Nexus 5. There would be multiple colours available, including cyan, yellow and green - I would buy them all.

The display would be a 1080p non-pentile AMOLED, with Glance support, naturally.

The phone would run on a SD processor; 801 or maybe even the 805 and have 3 GB of RAM. There would be internal storage of 32 GB with the ability to add an SD card for expansion. The speakers would be stereo and front facing. Qi charging would be integrated into the phone.

The camera would be a refined 41 MP module which has been constructed so as to only produce a minimal protrusion at the rear (which I actually kind of like on the 925 and 1520).

The battery would be suitable enough to ensure a solid day of use.

On the software front, I'd like to see:

Interactive live tiles.

An internet browser that is capable of rendering everything correctly (sorry guys, IE just isn't that browser, yet).

All the camera improvements of denim as well as slow motion video playback.

Proper optimisation of 1st party apps to take advantage of multi-core processors.

A Onedrive based music locker in the style of Google Play Music with the ability to alter meta data of the uploaded files, manually.

Google services apps, particularly Google Maps and YouTube.

A 1st party ebook reader and store.

Proper app parity with IOS and Android.

A more advanced notification centre that allows actionable responses and direct controls over media.

That would pretty much cover it - I'm not greedy ;)

5.2-5.5" Hi def screen with great outside visability and scratch resistant please.

Whatever the top end processor/graphics processors are on the day of release.

Great audio for music play.

Shutter speed on the camera.

Excellent phone reception.

A tad heavy.

Rugged phone- dust proof, water resistant.

My list is a lot easier then most.

I believe that suggesting a high end phone with beastly specifications isn't the best idea, because clearly what Microsoft needs to focus on is the low end/mid range side.

I would love to see a Snapdragon 410 or 615 powered budget device made by a reputable company like Nokia(so that it gets updates).

It should also have a 4.5 to 4.7 inch screen that is 720p. With a decent 6.7 megapixel f2.2 aperture camera, 1 GB RAM, and priced under $250.

My perfect windows phone would be the 930 with micro SD card support, snapdragon 805, up to 64gb internal memory, a customizable notification light, possibly a fingerprint reader (not really important), and thats it for hardware for software I would probably just want a side swipeable notification center and interactive live tiles

830/730 are good phones for most of them, even I would love to use a phone with a smaller screen, still not pretty sure(currently I have 1320). But I would definitely buy a new phone after 1330 is launched
