Will the Ative neo get windows 8.1 update notice if developer preview already installed? instruction for lumnia says it must be rolled back to 8.0 to get 8.1 update.

You can already force the update for Developer Preview 8.1 and GDR1. Be aware though, I realized that while GDR1 brought a wealth of new features, it broke a few on the Neo due to lack of firmware. Nothing major that can't be worked around but still irritating.

Not sure. When I click on mine under about in settings it simply says wp8.1 update 1. You can find out by trying to drop a small tile into a medium tile. If it makes a live folder you have it, if it doesn't you don't.

No difference in the os except mostly only those with do have received update 1. The difference is the over the air wp8.1 update brings the new firmware cyan for the phone whereas do currently doesn't.
