I just want to ask : can windows phone 8.1 dev preview be upgraded to windows phone 8.1 official version?

Yes it can be. You will get an OTA update like always.

June 24th is what I've heard for the start of the official rollout.

The camera issues are the only major problem and it will be fixed when updated firmware is released.

What camera issues? I have a 1020 in the dev preview and I've had none noticeable so far..

That's alright, basically the ATIV S has issues when switching between video and picture modes in the default app and has issues with the flash firing after taking a picture, just needs new firmware from Samsung to fix it.

Unless Microsoft throws us a gift (direct update path through the wp8.1 dev prev app) it will come when your carrier releases it for your device.
