Why can't I connect to a network on an ATIV S T899M

I have an Ativ S T899M with firmware 2212.15.2.1 where everytime I try to connect to a mobile network it doesn't connect. The SIM card works as the phone registered that it is there and I can see networks like Rogers and Rogers-EXT but still cannot connect my network.

You lost yor APN settings, ask your carrier for correct ones then put them in advanced internet settings
