Availability problems although online 24/7

I have a problem with Skype. Using it on my PC and phone (950xl) and I'm always online, wifi or 4G with more than enough data plan.
But very often on phone, if somebody calling me, I'm not ringing (on their side too), they send me a message, and after 10 minutes I receive the message and the missed call notification! After that all good and can normally receive and make calls.

What is going on?

Can you try reinstalling the apps?
And are they able to run in the background?

No problem with apps, using skype video as a default. Regular skype reinstalled couple of times.
Yes they are allowed in the background.

hmmm, I was sure the reinstall would work. Maybe an update is needed

I have the same problem. On my phone and PC (both on WiFi and UWP version), I don't receive calls and messages. I get notified about a missed call after a few minutes. In the same time on my Surface RT (that i use in the bedroom like a clock and weather adviser mostly) Skype is ringing and receiving messages like it suppose to. I am very annoyed because i use Skype on a daily basis for personal and work purpose.

It might also be a server issue that needs to be sorted out
