Maybe it's checking for ip is U.S. your actual region or its only on the phone like me

Only if you are not worried about Cortana working. release notes say to set language, region, etc. back to default before updating or Cortana will break.

Maybe because of the operating system GDR2

I couldn't install it on my Lumia 640XL, region in settings is USA, actual region is Ukraine.

Same here, I installed the tech preview that appeared but wasn't 10080 (I followed the install instructions in this forum)....so, as it was too, too buggy in my L1520, I decided to use the windows phone recovery tool...after that, I got again Win 8.1....However, I wanted to give another chance and I went to windows insider again....but this time, I got first Windows Phone 8.1 Update 2 and I decided to keep that OS ...and I think I will keep it until official release of W10 mobile.
