As soon as the fail in the recovery tool happened, the 640 showed a red screen with a progress bar for maybe half a second, then restarted itself.

The same thing happened even after having build 10581 reinstall itself from scratch.

I had this problem the first time on my L520. Try doing a soft reset, if that does not work, do a hard reset, reinstall the Windows Insider software and try again. Mine also got stuck at 0% downloaded. I don't think the update process is clean just yet.

I haven't done a soft reset yet (power + volume down for a while?), but I did do a hard reset, which didn't do anything.

Just to check your laptop/pc is connected to the internet?
For the first rollback the Windows Device Recovery Tool downloads the image for your phone, which can take half hour or so.
For subsequent rollbacks the image is already on your laptop/pc and is quicker.

Yes, the computer was connected to the Internet... As far as I know, I've done all of the basic troubleshooting steps, except for trying a different computer. Will try that later today.

Software not signed is tipical of corrupted downloads. Try on different pc or different internet provider

Just tried it on a different computer with a different Internet connection, and the same thing happened... Sort of feeling as though a downgrade won't be possible.

If this means anything, when I hold vol. down + power when it first boots up, my computer sees the entire filesystem of the device as a drive called "MainOS."

Easiest way to do a soft reset is to pull the battery. I usually do one after updating a lot of system apps. Or power and volume down until you see the "!".

Mine never showed a "!" when attempting to do a soft reset. It just stayed at a black screen before mounting the entire OS for the phone on my computer.

Nokia Care Suite's Product Support Tool For Store 5 program says "not supported product" once it detects the device.

Trying to manually flash via Windows Phone Image Designer instantly fails to flash the files:

I'll try a third download, this time using NaviFirm+, which looks like it's downloading the same exact files.
