3g calls where are you??

How do i make a video call on my phone ? Normally a 3g phone should have it in built or is windows not supporting video calls ?

Im talking about in built. Because i am paying my carrier for video calling. Not the one on the skype and net...

Its just nuisance singning in and out i want to video call my friends via their numbers not some ids...

Surprisingly there isn't built-in video-calling on WP... Kind of a bummer too, because video-calls are included in my plan...
