8.1 cortana in the UK

Hi all I got the developers preview of 8.1 but I don't seem to have cortana.. I live in the UK and I'm hearing it's not available for people in the UK is that true?? If so then why?? Is there anyway to get it?? If Not then any idea when it will be available over here
