I have my doubts on "all" devices getting 8.1. But TMO has been public in saying the 521 and 925 will get this update.

All wp8 devices 520 to 1520. So wp7 devices are excluded.

The developer preview is great. Breaks wifi calling for me....but the black update broke that for me anyway....so no big loss

8.1 Developer Preview works fine on my Lumia 521. It crashed only once, and I've been playing with It non-stop.

I have updated my wife's L521 and my L521 to 8.1 and yes, Wi-Fi Calling still works on both phones on Tmobile, US.

T-Mobile 8.1 update is suppose to happen sometime in June!
