About Nokia Software Recovery Tool

Is it possible to downgrade to WP8 through Nokia Software recovery tool and then again updated to WP 8.1 (lumia Cyan) with Nokia software recovery tool coz, Im out of my home and doesnt have speedy wifi facility in my hotel, but I have good internet speed in my work PC right now (not WIFI)???
Can any one have any idea regarding this???

The downgrade can be done using the Nokia Software Recovery Tool. However, you will need WiFi to upgrade to cyan.

Isnt Software recovery tool divert mobile phone back to the latest firmware available to the mobile???
Fog eg Im in DP8.1 update 1, so currently there is no Cyan update for my mobile, it reverts back to lumia black, and once it got the firmware for lumia black then the latest firmware available is lumia cyan, then isnt it again updated to lumia cyan throug software recovery tool???

Step 3. Follow the instructions shown on the tool. The latest version of your phone software will be installed, and your phone will restored back to the factory settings...
Isnt latest version of software for lumia 720 (Indian ROM)is cyan now???
When I bought my phone, it had Amber installed in it, then I upgrade it to Black, software recovery tool downgrade it to black, so why not again convert it to Cyan???
Its all problem about Nokia and Microsoft....
