So the solution is here! With the new denim update, its possible. Heer are the steps

1. Go to All settings
2. Go to the systems tab and look down for 'Notification+Action' tab
3 Under this tab, Click on any of the Four notification tab that's already in use
4. Once you Click on that, a set of options come up - Select 'Cellular data'
5. You now have a data toggle on your smartphone

Nice.. But I wish they could have toggle thru 2G/3G/LTE/off: like what they did to the brightness settings auto/low/medium/high...
