Hi How do I enable the devices to Windows Phone 8.1 Cortana

What country are you in and do you use Developer Preview?

I'll also point out there's tonnes of threads on this topic already on here.

If you're in the US and you're on WP8.1 then Cortana should be there. You need to have GPS on for it to work properly and be connected to data or WiFi.

With all that setup you just need to hit the search button and there's Cortana. There's also an app which should be in the app list.
