after formatting

Hi, recently my phone got stolen it was nokia lumia 720, i had locked the phone with password. how ever, wanted to check if the phone can be used again by formatting ? (re installing windows)

If its hard reset (factory reset) it will be usable again. I don't think the killswitch is out yet.

Now if the ESN is flagged (reported stolen to carrier) the cellular part wont be able to be used.
