Your APN settings are borked.. Same thing happened to me.. Do this

Go to Settings..Cellular. Scroll down until "Add Internet APN" and "Add MMS" buttons appear.

Use these settings:

Internet APN -
Change APN field to "fast.t-mobile.com"
Leave all other fields blank Hit save

MMS APN -
Change APN field to fast.t-mobile.com
Change MMSC (URL) to mms.msg.eng.t-mobile.com/mms/wapenc

Hit save
Hit apply on both

Hope he is actually on TMO
Had same problem upgrading my 925 from 8.1 to 10149, it was by no means related to APN, the relevant settings just were not there, WIFI refused to enable itself and cellular+sim was empty, no matter what I tried only hard reset fixed these, advised also in other threads

Same thing happened to me. I had to do a full phone reset and that fixed the wifi issue but messed up my celluar. I had to re nput my APN's but still would not work. T-Mobile had me remove my sim card then they disconnected me and had me reinsert then power on and the re added APN's were able to activate. (leaving sim card out for 20 minutes will disconnect you also)
