After Windows release update, all of the Microsoft Store Apps got an update?

Every time after I update the Windows release (1903 to 1909 eg.), I always notice that all of the apps installed from Microsoft Store get an update. Some of the apps are those which never get an update but they'd still get an update after release changes.

There's nothing wrong with this but I just want to understand why. Are there different versions of the same app that correspond to different Windows releases?

I guess with each Windows Update certain core Store apps needed to be updated too, for whatever reason.
