Any way to add custom button that is "always" available?

Either the quick swipe down menu from the top or add to the navigation buttons?

Basically I'm looking for a way where I can immediately jump to Outlook and/or Skype without having to hold down the back button and then select the appropriate app.

Trying to replicate the feature of Blackberry 10 where your inbox is always available with a swipe no matter what app you are in.

I'm not sure if that is possible. Your best bet is to look to see if there are any apps in the Store that meet your needs. But there may not be.
