Anybody have an idea how to fix "scribbling screen"???

Hi all, can anybody perhaps tell me how I can fix my "scribbling screen" on Nokia Lumia 830?

I got the phone in May 2015 and in September 2015, it started doing this, it is intermittent however. When I tried to book it in with the service provider here in South Africa, I was told that the warranty is null and void due to 'water damage' and that my phone was dropped. They want to charge me a small fortune to have it fixed, but it do not understand why the screen needs to be replaced completely.

I don't know what "scribbling screen" looks like. Could you describe what happens on the display?

Was the phone dropped? Is there water damage?
