Ran into this randomly, a few times. Can't explain it. Toggled Network on and off, did a soft reset, pulled the SIM and reinstalled it. Nothing fixed it. I literally just sent a picture from Bing Search via SMS, but now I can't send one from my photo album.
It appears to send, they are in my chat log, but the other person isn't getting them.
Ive ran into this with different people.
FWIW, my Mom has a 520 with 8.1 (no Dev Preview) and she had issue with plain old SMS. I did a soft reset and they all pushed through. I got messages from her from weeks ago.
We have different carriers too. Clearly an OS issue.
