I just published my newest app, ConnectionShare, which is an app that allows you to share your phone's cellular data connection with other devices. The app cannot create a Wifi network for other devices to connect to, but if you have a laptop/tablet etc. that can create a wireless network (no Internet connection for the Wifi network is needed) then this app will work for you (this limitation isn't an app-specific limitation, but rather Microsoft does not expose any way for app developers to create/manage Wifi networks).
The app functions as a HTTP/HTTPS and SOCKS 4a proxy server that forwards any connections to the cellular data connection. Supporting these protocols (especially SOCKS) allows a wide variety of applications running on your laptop/tablet to connect to the internet even when Wifi is not available.
