After cyan update, every app which is of 40+ MB, now requires WiFi to get downloaded. Is there any setting through which we can again switch back to mobile data download option?

Looks like it depends on the device and the carrier, as well as the kind of data connection.

It sounds like it's decided by the server, so there's (naturally) no setting to decide this on the device itself.

Why not check Data Sense?

But bro, before cyan update, downloading the apps through mobile data was possible. I m facing this problem only after upgrading my phone too Lumia cyan.
