app store not working and cant download apps

My windows phone app store is working but when i m gonna download the app its still on pending status from two days..
and also i can't update my existing apps it is also on pending status...
please solve this problem...
I'm using lumia 520 and windows phone 8.1 is running...

Yes.

You are having a Microsoft Account Sync error. Time and date must be correct for your location. Another trick is to turn off any restrictions in Data Sense.

Make sure your Microsoft Account can sync. Settings > email + accounts > hold down on Microsoft Account name . tap "sync" from the pop up menu
