apps won't reinstall after a hard reset

Would anyone know why my apps won't reinstall after I did a hard reset
I got in my purchases but I get a message that reads apps can't be reinstalled at this time. I have the Icon with Windows 8.1

Try to see if your Microsoft account is logging you in from the phone.
I had to re-enter the user and password after a reset.

I gave that a try and still same problem.

Are your settings set to only update/download apps via WiFi. When I hard reset my 920 this was the default setting (it can be changed). Once I entered the password again for my home WiFi and went to the store and initiated it they all started downloading, but did not do so until I did this.

Could you let me know what exactually you did in the store to make it work. Ive tried a few things but no luck. I wouldnt mind this so much but for some reason it wants me to repay for some of my apps

Im back in business now. I must have done something wrong after the reset. I did another hard reset and everything came back just like I had it. Even my start screen. Thanks for the help.

So, after a hard reset - everything comes back from a backup ?
or, do you have to re-install all your apps ?

the only thing i had to do was get my pictures back from one drive and put my music back in. Contacts were in backup plus
