Are tablet locked to carriers?

Are tablets with LTE locked to carriers (Verizon and AT&T). How are OS updates handled.

I am planning on getting a Surface Mini, which is rumored to be a Windows RT tablet. Hoping that the tablet has LTE. I do not want to be depended on a carrier for OS updates.

I think it may be on a tablet-by-tablet basis. Not too familiar with tablet-locking here ironically. (Since i had to put together a research paper on cellular unlocking)

I believe since Windows RT and Windows 8 updates are traditional and much more minute and frequent, I think its safe to say carriers don't touch it. I'd be surprised it they somehow did.
