Would Windows on ARM be an upgrade over the SP4 Core m

Windows on ARM devices run Windows 10 S out of the box however can be upgraded to Windows 10 Pro, other than underlying hardware there is no change in terms of O/S in terms of features.

The key difference is that Windows 10 on ARM has an emulation layer for Win32 applications.

In regards to Hardware, that depends on the WoA Device itself compared to the Surface Pro 4 and theoretically the battery life on WoA devices are a significant improvements over anything else at present. I say theoretically as things can change between now and Spring 2018 when these devices are scheduled to hit the market place. It remains to be seen how the battery life fairs with emulated programmes compared to them running natively on x86/x64.
