I know that the Lumia 650 is going to be announced on Feb 1, 2015 but the 640 is still a solid device. And now it is available at a great price from Best Buy. There are plenty of forums that will walk you through how to get it unlocked for free from AT&T, see links posted below. Enjoy it on any GSM network including internet tethering, see link below. I use mine on T-Mobile without any issues.
