I would think "carrier branded" phones.....my 640 "go-phone" is running a T-Moblie ROM, but I installed Redstone 2 on it, I was on insider before AU and never tried to update non-insider. It isn't unlocked but insider overrides that.

So phones that have been unlocked still count as carrier locked phones?
Yes, because that is a network unlock. Carriers still have control of the firmware, just not also the software.

Edit: As the post above me says, Insider is the way. If I'm not mistaken, MS never said that carrier branded phones and factory unlocked phones will get them the same time. It could be possible that the update might come on Tuesday or August 30.
