No. You're wrong. In WP 8.1 we have this API (see the sample below)
Windows 8 Background Transfer sample in C#, C++, JavaScript for Visual Studio 2013

The app can notify on tile or banner/action center notification when it begins or ends.
And I believe can inform also the percentage in real time on both.
Tiles can now be updated in real time.
And the Action Center I believe can update a notification, or just remove a notification automatically and add another updated.

IE really does it and it sucks. Microsoft fault anyway.
But, don't blame Microsoft for third-party apps (like Torrex and wpTorrent).
The API is there, just the devs use.
PS: IE Developers do not use the API that the system even has...
And the worst, it's super easy to work with this API.
Facebook Beta sends videos in the background.
Podcasts downloads in the background...
OneDrive sends files in background...

Yes
