This seems to be out of date information from the Early Access period or something. As of initial, full release, I have been unable to find any workbench that allows upgrading weapons with silver ingots.

There was only Act 1 playable in early access. The information is just plain wrong. Apart from two special occasions, there is no crafting in Baldur's Gate 3.
You can safely sell all ingots and gems you find.
