BBM Windows Phone wifi/Carrier data

Does BBM for windows phone only work over WiFi data?

Last I checked, it works both ways.

EDIT: Invites and acceptances wouldn't work on mobile data.

I can't even get into app on mobile data. I logged in with bbid from previous BBM I had and it appeared I was logged in but the app stays on the Setting up your BBM blue screen and does nothing else. all there is that loading circle you see in video games go round and round in circular motion
