Being offered newer firmware but older OS.

My Current FW and OS are

FW: 02540.00019.15053.26003
OS: 9651.15116 (GDR2)

Lumia Software Recovery tool wants to install:

FW: 02540.00019.15236.45004
OS: 9651.14234 (GDR1)

Is anyone else seeing this?

In a similar situation they should because GDR2 is not released official for the 1520 so with the Recovery tool you will "downgraded" to the GDR1 OS.

I am not sure what the firmware difference is.

Did you "trick" your way into Update 2 via Insider?

LSRT is only going to give you the last official.
