Bike commute Windows device (need a com(p)muter!)

This is a hardware recommendation request.
I started commuting to work by bike last year and used my Surface Pro 9 in my rucksack as it was my go-to travel device. I however wonder if there is a better option. Something smaller and more suited to being in a small backpack.
At work I have a 2 screen desk with USB-C connection and wireless keyboard/mouse in my locker. All my work is done on Office 365 so any Windows machine should do.
I would like the ability to have a screen for when I go to meetings but it can be small (smaller than 15") and it would be great if it supported inking to take notes. Looking at the ROG gaming device it comes close but maybe this is a niche apart?
Any ideas welcome.

The obvious choice would be a Surface Go, as that's smaller than a Pro should it would fit more easily in a backpack.

Yeah I don't know how many inking options exist that are honestly smaller than an SP9 besides a Surface Go. If the needs of the machine are relatively simple, a Surface Go is probably the best option.
