blank home screen

my phone is Nokia lumia 730dual Sim due to storage issues I have restarted the phone many times.... and I don't know the reason but my homescreen is blank with previously existing wallpaper.... and all pass arent available.. when I slided left... no apps.. total blank with wallpaper... so what is the solution... and meanwhile my phone is device encryption enabled. please help me m stuck n sick with this phone

my lumia 1020 had exactly the same behaviour... customer service told me that the motherboard was dead
