Block number feature on Lumia 950XL doesn't block calls

Well, title says it all. I have been getting a ton of spam calls lately, at least 20-30 everyday, so I keep adding those numbers to the 'block number' list. But sometimes I've noticed that even though some numbers have been added to the list, they still get through. I guess this is another bug with WIndows 10 mobile and it's pretty annoying because if you think about it, it is basically failing to do something that's associated with making and receiving calls, the most important feature for a phone. Did anyone else notice this?
